Experts Discuss Flooding and Flood Mitigation

Annexation is NOT a done deal, although CU and City Council would like you to believe otherwise. Citizens can repeal the deal by voting YES this November.

The CU South Annexation agreement is a one-sided deal that favors CU. The arrangement asks Boulder citizens to pay for major expenses and CU gets cheap water and sewer hookups for their 2,500,000 square feet of development. Growth should pay its own way. Repeal the bad deal. Vote yes.

The 2022 IPCC report on climate change points out substantially increased risks of flooding and fires. CU South sits just a few hundred yards from the ignition point of the Marshall Fire. We should not build 2,5000,000 square feet of development in the floodplain in the most critical fire zone. The Marshall Fire was a warning. Will we heed it?

Experts like Gilbert White have recommended 500-year or more flood mitigation for this site. The current flood mitigation proposal is based only on a 100-year design storm that occurs over Eldorado Canyon - very different from what occurred in 2013.

CU South is critical habitat for the Preble's Meadow Jumping Mouse. Preble's mice occur only in Colorado and Wyoming, and are listed as threatened by the U.S. Fish and Wildlife Service. In Colorado, they are listed as a threatened, Tier 1, Species of Greatest Conservation Need. The Colorado Natural Heritage Program considers the subspecies to be globally imperiled.

Imagine this land, the gateway to Boulder, with 2,5000,000 square feet of development. That's equivalent to 52 blocks and a new downtown level of density. This property was originally intended for open space because it is in the South Boulder Creek floodplain.

The flood mitigation project has been projected to cost $40 to $60 million... BEFORE the pandemic. Since then, costs have skyrocketed for goods like concrete and steel. The City doesn't plan to update the real costs of the flood mitigation project until AFTER the election. They don't want to tell us the truth about the real costs.

A good neighbor would readily cooperate with flood mitigation in the interest of public safety. CU has done the opposite and forced the annexation of CU South as a pre-condition for cooperating.

CU refuses to cap enrollment at the Boulder campus and has grown beyond past forecasts. CU's plans for CU South call for 750,000 square feet of non-residential buildings - enough for more than 3,000 students or employees, but only 1,100 residential dwelling units - including luxury single-family houses. 2,500,000 total square feet of development at CU South only makes Boulder's jobs/population imbalance worse. It is not a housing solution.

A massive campus and housing development at CU South will create more traffic problems on Boulder's already overcrowded roads. A proposed new intersection on Highway 93 is flat out dangerous.

The proposed flood mitigation project at CU South, constrained by CU’s acreage demands, threatens critical habitat for a number of threatened and endangered species. A failure of the proposed groundwater conveyance system risks permanently destroying hundreds more acres of City Open Space and Colorado Natural Area land. #repealcusouth #repealabaddeal #dontpaveparadise

CU's Big Lie: CU's 1,100 new housing units will help Boulder's housing shortage.
The facts: It will house maybe 40% of the new positions they are adding that will need housing, thereby increasing the housing shortage. CU South is NOT a housing solution.

The CU South annexation is a seriously problematic deal for Boulder that fails to mitigate against 500-year flooding, ignores climate change, and ignores treaty rights.
